Noyes Law Corporation

Graham Noyes is the Managing Attorney of Noyes Law Corporation (NLC). For the past fifteen years, Graham has worked in commercial and legal roles in the low carbon fuels industry. Through NLC, Graham represents producers, developers, marketers, and distributors of solid, liquid, and gaseous fuels based in the US and abroad on fuel, energy, and carbon law issues.

Graham is licensed to practice law in California, and Washington D.C. He is a recognized authority regarding the nature and value of environmental attributes, particularly RINs under the Renewable Fuel Standard, and credits under California’s Low Carbon Fuel Standard (LCFS).  Graham closely tracks state and national policy trends and developments relating to greenhouse gas (GHG) reduction.  Graham is particularly known for his work before the California Air Resources Board (ARB), the California Energy Commission (CEC), the U.S. Department of Energy (DOE), and the U.S. Environmental Protection Agency (EPA).

Legal and Business Background

During the first eight years of his legal career, Graham successfully tried dozens of jury and court trials to verdict in federal and state court.  This litigation background provided him with broad experience in trial preparation, and civil and criminal procedure, as well as skills in client communication, appellate briefing, and oral advocacy.

As a natural entrepreneur, Graham was drawn to the early stage biodiesel industry. In 2000, he joined the first biodiesel distribution company in the U.S., World Energy Alternatives LLC, and opened many of the west coast markets to biodiesel. Based on this success, Graham was recruited to lead sales and business development for Imperium Renewables, then the largest biodiesel production facility in the US.  Graham served on the Board and was Secretary of the National Biodiesel Board. During his years in the biodiesel industry, Graham gained a unique understanding of petroleum fuel markets and distribution, and the importance of state and federal fuel policies and regulations to success in the conventional and alternative fuel sectors.

In 2008, Graham returned to the practice of law with a focus on biofuels, bioenergy, and environmental attributes. He soon became a Partner at Stoel Rives LP in Seattle, Washington. Due to the importance of California’s climate change policies, Graham moved his practice to Sacramento in 2013.  Graham subsequently became associated with the law firm of Keyes & Fox LLP and continues to work with Keyes & Fox on an of counsel basis.

In 2014, Graham co-founded the Low Carbon Fuels Coalition (LCFC).  Graham continues to serve as Executive Director of the LCFC on a part-time basis.  In 2016, Graham decided to establish a firm dedicated to fuel and carbon law, Noyes Law Corporation.
